No, FRiend.
See the "inverse square law" as it pertains to gravity.
Both Earth and Mars have elliptical (oval) orbits.
Mars is now about as close to the Sun in its orbit as it gets each year. (Perihelion)
Earth is about as far from the Sun in its orbit as it gets each year. (Aphelion).
Earth and Mars are in conjunction every couple of years, and close passes like this one occur about every 16 years (though usually a bit farther apart).
Now if JUPITER were in the place of Mars, you might see some orbital perturbation of Earth. Maybe.

Well which theory do you want ???
1. Global warming/cooling is caused by evil Republicans and Bush. For not signing on to Kyoto.
OR
2. The climate change is caused by perturbation in Earths orbit. From the interactions with the other planets ;)

3. Large-scale climate change is caused for the most part by fluctuations in the Sun's energy output.
