I was focusing on this part of your post:
"Making something illegal and punishing misbehavior is a typical liberal act. If we wish to discourage this practice, we should encourage character development in our youth."
Or are you arguing that abortion is just one particular behavior that we should not make illegal, but should try to eradicate via proper character development in our youth? That is, some things need to be illegal, w/ repercussions, while other things shouldn't be illegal, but should be discouraged via character development of youth?

The laws are being open flouted. All of them. The only way to obtain proper behavior is to give the responsibility to each individual and awaken their moral sense.
