I'm way past the point of caring that bombing the plant will spread radiation around the area. That's better than having atoms split above (or below, for that matter) our troops.

That article was from the Scotsman, which is a very leftist publication. I haven't seen it printed anywhere else.

I thought I just read something that said that they werent going to start up the reactor, or was that a different reactor.

That was the scotsman article referred to above. I believe we're all talking about the same reactor.

Might want to give the Navy a call too, so they can bring in some Tomahawk armed subs. Hell, they can bring a few boomers too since we might have to level the whole country.

I'd bet that the NK's heard Powell's statement that they had not yet restarted the reactor...and that this was seen by the US as a positive sign of their intentions. So they decided to make sure their (negative) intentions are known.

I would believe they were going to start it up to provide electricity if they had electric power lines hooked up to the facility.
If you look at satellite imagery of the facility, there isnt a power line to be found in the area, much less one hooked to the plant.
Its only job is to be a high speed processing facility. (Yongbin)

A small correction.
Its for creating Pu239, not enriching U235.

***UPDATE***
U.S. Officials state that the facility is operational, but Reuters reports that the nuclear fuel reprocessing center is still off-line
