I may be naive but after I met George Bush during the campaign I trust him. What his plan is won't be revealed until after the fact. In the end since no one but me would ever make decisions with which I always agree the best way to judge a President is whether the Country is better off after his time in office than it would have been otherwise.
I think you are right about Powell but Rice is different.

Thanks to this EO we will have LESS funding of enviro-kooks.
Because now the greenies will have to compete with churches for funding.
How people can be fooled into thinking that this does the opposite is quite an example of social hysteria.
Of course, it won't have much effect. Kooks will get some kooky churches to offer their proposals.
Still, the president is required by law to spend the money congress apportions for this stupid stuff. Now, at least some of it will go to groups besides the kooks.
