This tax assumes that only the road users benefit from the roads, when in fact the roads benefit everyone as a critical part of infrastructure.

If this hare-brained scheme does get implemented, you can bet there'll be some way for Big Bro to assess those citizens who own older cars. It wouldn't surprise me to find that it would be cheaper to volunteer to have your car retrofitted with the tracking device.
