The Communist Chinese are trying their very best to best the technological advantage that the US has through stealing, copying, or buying. If they cannot steal, buy or copy, they'll practice asymetric warfare, using unconventional tactics and strategies.

For example, instead of taking on the US 7th fleet head on, which they'll lose big times, they'll use cruise missile and rocket torpedoes to take out the carriers directly. Once the carriers are destroyed, the American advantage in somewhat neutralized.

Since its being built by the Chinese defense industry it will likely be as "stealthy" as their submarines, which reportedly caused our sonar operators some huge headaches...which started with earaches.
