Yemen has operated Scuds since the 1980's. It's regarded as a bit of a prestige weapon system by them. During the Civil War in Yemen (1994) Scuds were used by both sides. Yemen also has a long standing fued with Eritrea over the Greater Hanish Islands and likes to posture the weapons from time to time. Yemen and Saudi Arabia also have a disputed border region and had a short skirmish in the mid-90's.

The ship should be detained as long as N.Korea has detained the Pueblo, many decades. The best reason to keep the ship and the cargo that I've heard yet. Reparations! The scuds can be used to test our, or Israel's, anti missle systems. Save the US taxpayers some money. Alas, we've already commited to giving them "back" to the Yemenie's, who may or may not have bought them, but who certainly never had them in the first place.

Yemen has had Scuds since the 1980's. They also operate the shorter range SS-21 Scarab supplied by the Soviets. Yemen received the first shipment of North Korean built Scud variants during 2000.
