I don't think it was provocation, so much as the fact that Clinton symbolized weakness.

Clinton is a walking example of a cowardly id. He had absolutely no control over his physical appetites, sold pardons for cash, failed to fight back against terrorist provocation, bowed and scraped before critics of America (I think we all remember the pathetic sobbing from the Africa trip) and generally projected an image of Americans as undisciplined weaklings.

If someone hates, and you project that kind of an image to them, they'll think you're ripe for the plucking.

As a rule, al-Qaeda has not been the publicity hog that outfits like Fatah, Hamas and Hezbollah are. Note that OBL never explicitly claimed credit for the WTC and Pentagon attacks -- until he'd been caught out by a video which wasn't intended for release.

Moreover, if there was Iraqi involvement, it would not have served their interests to trumpet the fact.
