However, the United Nations charter forbids a nation to intervene in the internal affairs of a country with which it is not at war.

However, the 12/8 date and any corroborating (or contrary) details will be the reference point for US response, not necessarily the target or trigger date for US action. I'm sure Bush will continue to let Saddam have, as they say in the west, "enough rope to hang himself".
