They want this because they are going to use such agents against US.

A monster like Saddam would never waste the atropine injectors on his civilian populace. So, who said the atropine injectors sold to Saddam actually contain atropine? (heh heh)

If he even tries to use chemical weapons on UK and US military personal, he WILL go down in a blaze of glory. A really BIG blaze. Bagdad will become a childs myth.

It seems amazing to me that the dumbass doesnt already have the antidote, if your going to have nerve gas youd think that you might want to have the antidote around just incase the wind changes.

Officials said hospitals and clinics around the world commonly stocked atropine to resuscitate patients who have had heart attacks. As a result, atropine was not included on a list of thousands of "dual use" items...

A million doses of atropine could be for resuscitating everyone that has a heart attack when the ground starts trembling from the B52's.

How hard is it for the government to have a little plan that advises people that in the event of emergency, vacination centers would be be set up at normal polling stations and schools and stadia. Why can't local dovetail with Federal and advise this? Why I suppose because they don't want to frighten people. But there might be something that would assuage people. Like Hart says, we are ill prepared.
