Grabbing money isn't a goal here. Maybe breaking down a local economy as a part of a larger plot, but not something as cheap as money. Are you saying that these notes are not from the sniper, but made up by LE to anger the sniper(s) enough to illicit a response? That is what I think (my current tin foil theory). This guy wants attention, and if he thinks someone else is taking it, then maybe he/they will make a mistake.
Here's some more of my tin foil theories (these are kind of fun :)). The shootings have taken place in Mary-land, and Virgin-ia. More biblical referrences like Michael's could be? The more I think about it, the more I think I should move to Intercourse PA!

That's what I thought. But this message about the children not being safe makes me pause. I cannot in my wildest tin foil moment believe the authorities would want to put that kind of primal fear into people's heads just to get a sniper to surface. So maybe they are being on the level. Doubtful but maybe.
The part about the money seems so hokey and stupid that it feels like a LE taunt. I mean really, like some azzhole could get away with the money or even imagining for a moment the authorities would comply. Doubtful. Every whack job from here to Timbuktu would be doing something similar to try and land on easy street. Still think they are being silent (except for the threat to kids part) and that they are Al Qaeda/Al Hussein/Al Hizbollah operatives.

It's the guy that shoots the unarmed people standing on the corner, pumping gas going to school. He is the guy you want. The others wouldn't be shooting the unarmed citizens.
Typically in a patrol you know who is on your side. In business usally when you start a project it's required you may call it introductions and team building.
