Additional follow up. Analysis from Asahi news today in Japanese was the North Korea did their traditional 'setogiwa gaiko' tactic (literally: "brinksmanship diplomacy"), of suddenly upsetting the apple cart and raising this card and using it in the talks that Kelly was conducting in Pyongyang to sue for continuation of talks. They are holding this out as a threat. Further, they surmised the difficulty, question at this time as to how the US will react and manage two major crises at this time, while they were (are) trying to concentrate on military action against Iraq first and foremost. Said the US steps will be to proclaim its desire to 'solve this peacefully' and form a coalition of allies in Asia, Japan/S. Korea namely, to also say they are for peace and united with the US demanding no further construction or action on the part of North Korea for nuke development.
Boy, pure George Bush is going to need some Grecian Formula and Tums in the morning.

The United States has very little power to stop an abject traitor once he becomes President. The whole country is at risk, fox in the henhouse..... the half has not been told... and probably never will. Nobody even had time to trace all the Federal Goverment Workers his appointees put in or raised up a few noches in pay scale to management.

From the TV screen, showing NHK TV news (national) in Japan about an hour ago. Shows Kelly of State Department. Top story in Japan everywhere, even with the reunion yesterday of Japanese who were kidnapped by North Korea but returned (some after 25 years) to Japan to visit temporarily....not quite "flash!" but VERY dominant, the the US is hurredly pulling together Seoul and Tokyo for allied talks on how to handle this developing situation.

Maybe they're trying to get a few pots boiling at once, thinking that this will upset America's long-held strategy of "one at a time". Oh, I very definitely think that's in their minds. The idea is that by the time we've dealt with Iraq their own position will have solidified to the point where we are unable to contemplate direct intervention on them. In that regard I would not be too surprised to see a nuclear demonstration as their next step, if they can possibly do it. It won't be in the South China Sea, IMHO - the Japanese really would go ballistic and that would precipitate matters the North Koreans are trying to freeze. Unless, of course it's really far south, say near the Spratlys, but I can't see the Chinese being too pleased with that (although they might put up with it inasmuch as the Filipinos are starting to settle in there).
What that will do is make direct military intervention on our part unacceptably risky from the point of view of our regional allies. These guys really could nuke Tokyo or Seoul. Furthermore, the (possibly 10?) plants they have were certainly constructed as hardened facilities with a regard to just the sort of intervention the Israelis used in Iraq and we used there and more recently in Afghanistan. A few cruise missiles aren't going to penetrate those puppies if the North Koreans are as paranoid as...well, as they really are, and constructed accordingly. Land intervention will light off a fight to the finish between them and us and South Korea with China lurking in the background as half a century ago. Sounds scary, but that may be as good a scenario as they're likely to get.
So it isn't that bad a risk from the North Koreans' point of view now that they're convinced we're serious about intervening in Iraq. In fact it's a darn smart move.

Further hot news. Japan is going to the newly set "Security Apparatus" conference mechanism established between Pyongyang and Tokyo recently, to demand a meeting to discuss this issue as well as the issue of their secret espionage boats coming into Japanese territory. This will be at the undersecretary level, and they are demanding a 'responsible response' from Pyongyang to the request.
