Carlos Wotzkow, a leading Cuban ornithologist who defected in 1999, says that Castro's "Biological Front, which coordinates military and scientific research, was extended to the Institute of Zoology in 1991 to develop ways of spreading infectious diseases, including encephalitis and leptospirosis, through implantations in migratory birds." Roberto Hernandez, another exiled Cuban scientist, says, "We were instructed to look into viruses such as encephalitis which are highly resistant to insecticides. Military-intelligence officers running the labs ordered us to trap birds with migratory routes to the United States with the idea of releasing contaminated flocks which would be bitten by mosquitoes which, in turn, infect humans."
A dead crow infected with West Nile virus recently was discovered on the White House lawn, according to the Washington Post. Sixty similarly infected birds fell around the U.S. Navy base in Boca Chica, Fla., during September 2001, causing an encephalitis epidemic that killed a civilian employee.
How much more proof do we need? How many more innocents have to die before the Bush Administration takes this threat seriously?
While U.S. intelligence agencies understandably are reluctant to reveal classified material that might compromise methods and informants, a variety of sources in the State Department, the Pentagon, congressional staffs and among media professionals covering national security confirm that Clinton holdovers who retain key positions in the intelligence agencies are using their authority to mislead public opinion on Cuba. This is especially galling to members of the Bush national-security team, and they are known to be complaining loudly about it.
The Bush doctrine makes no distinction between terrorists and those who harbor and support terrorists. What does this say about the Clintons?

I am not trying to defend Castro but why would he infect migratory birds to infect the US, when those birds are going to then fly back to Cuba & infect them? The infected birds don't live long enough to make the return trip.

The infected birds don't live long enough to make the return trip. I don't think you're thinking about this correctly... if they are infected, they will pass the disease (through mosquitoes) along until the next bunch is ready to fly south.

Sometimes by risking their life on a raft. Sometimes by bolting away from the other Cubans at an airport when the group of (scientists/athletes/musicians) are on their way to an international (science conference/athletic meet/music festival).

I don't think you're thinking about this correctly... if they are infected, they will pass the disease (through mosquitoes) along until the next bunch is ready to fly south. Castro's scientists have been studying how to transmit deadly pathogens using migratory birds since at least the mid-80s. They've had plenty of time to work out the logistical problems or develop antitoxins. Are you suggesting this isn't true or that Castro would be deterred by the risk of infecting some of his own people? Using that logic, terrorists would never hijack planes and fly them into the World Trade Center? After all, they would be killed too.

The first infected birds die, yes, but once the mosquitoes here are infected they infect the birds who fly back to Cuba. The idea that they fly back in the winter & the mosquitoes here are dormant is not correct. In the South US there is never a time that the mosquitoes are dormant.
Only in dry weather, when they have no breeding place, are mosquitoes not prevelant in the south, then & when the temperature is 40 or below. I had one of the worst infestations of mosquitoes last Jan & Feb here in Houston that I can remember. Thats when I bought a Mosquito Magnet.
Once the cycle is started Cuba *will* be infected.
