I doubt that it could. Even with a nuke it would need to be within a few hundred yards of ground zero. Outside of that solid objects begin to shield things from the vaporizing effects of the blast.
However, I have doubts that bio-agents would have much effect if they were released that way. Nearby battle participants and residents might have a problem but nature has a way of neutralizing and diluting bacteria and spores. Bio-weapons have to be employed in very specific ways with very conducive conditions to make them effective at all.
If a release of bio-weapons on the battle field was suspected our forces would quarantine such an area. Getting in and out of Iraq may require a heavy duty medical screening in years to come. Especially out.
