I gather this very sick SOB is implying that the U.S. will detonate a nuclear device in one of its cities or, perhaps, orchestrate a massive bio-chemical attack on its own (shades of Iraq's Saddam) to justify the war on terrorism ... by blaming the attacks on international terrorists.
