I guess he was lying too?
If I remember correctly, the freeper in question here holds either an elected or appointed position in his church. I bet you they would be very proud right now.
In any event, it's not really necessary to find the law itself, since I believe the NIH is an independent agency, like OSHA, and is therefore not subject to direct presidential control.
President George W. Bush - Biography
SOURCE: http://www.whitehouse.gov/president/gwbbio.html
"George W. Bush is the 43rd President of the United States. Formerly the 46th Governor of the State of Texas, President Bush has earned a reputation as a compassionate conservative who shapes policy based on the principles of limited government,...
LOL!
"Too often, on social issues, my party has painted an image of America slouching toward Gomorrah. Too often, my party has confused the need for limited government with disdain for government itself."
George W. Bush - New York Times, p. A14 Oct 6, 1999. In a speech to the Manhattan Institute.
"I am a conservative because I believe government should be limited and efficient, that it should do a few things and do them well."
George W. Bush - Book: A Charge to Keep, William Morrow, 1999.
"My concern about the role of the federal government is that an intrusive government, a government that says, Dont worry, we will solve your problems is a government that tends to crowd compassion out of the marketplace, that too often in the past people said: Somebody else will take care of the problem in my area. Dont worry. The government is here. "
George W. Bush - Source: Remarks at Cityteam Ministries, San Jose, CA Oct 31, 2000.
The surest way to bust this economy is to increase the role and the size of the federal government."
George W. Bush - Source: Presidential debate, Boston MA Oct 3, 2000.
Gore offers an old and tired approach. He offers a new federal spending program to nearly every voting bloc. He expands entitlements, without reforms to sustain them. 285 new or expanded programs, and $2 trillion more in new spending. Spending without discipline, spending without priorities, and spending without an end. Al Gores massive spending would mean slower growth and higher taxes. And it could mean an end to this nations prosperity."
George W. Bush Source: Speech in Minneapolis, Minnesota Nov 1, 2000.
"People need more money in their pocket, as far as Im concerned."
George W. Bush - The Tampa (FL) Tribune Oct 26, 2000.
I was deeply concerned about the drift toward a more powerful federal government. I was particularly outraged by two pieces of legislation, the Natural Gas Policy Act and the Fuel Use Act. It seemed to me that elite central planners were determining the course of our nation. Allowing the government to dictate the price of natural gas was a move toward European-style socialism. If the federal government was going to take over the natural gas business, what would it set its sights on next?"

Small, limited government George W. Bush, playing golf somewhere near you
Hey, cutie! ;) I knew you weren't being sarcastic...in spite of our many differences (PACKERS RULE :)), we are friends, as far as I'm concerned.
I saw what you're referring to days ago - I know that's true (and I just got here, but it looks like you posted it here somewhere...I am reading the thread backwards and just skimming right now). What I believe he said was that there was no excuse for what he did. He was right, and I think he should have stopped right there - but that's just me. I didn't see anything about "stupid and unacceptable", but I don't read everything over there.
I also saw some of the other stuff that was posted subsequently. Like boasting about how he had "let Freepers know" what a deadbeat, unregistered voter Howlin is (she's not - there IS an innocent explanation for her status looking that way online), and a number of people "hooting" and high-fiving him over what he did. I saw other people making it look as though he was a victim; if he corrected them, I missed it. To be fair, maybe he did not see their posts.
Then I saw this morning where he posted all the same stuff again, apparently retrieved using some information NOT available here on FreeRepublic. It seems the management there does not have the integrity to remove it, though they have protected the identity of others. I don't understand that. I know you like it there (yeah, I read your stuff :)) - so I won't put you in the awkward position of having to weigh in on that point.
Now you go and have a nice Green Bay kind of day. :) Heheh...
Excellent post Unc. The Cato Institute nails it again. BTTT.
Remarks At The Signing Of
The Brady Gun Control Bill
by Sarah Brady
United States Gun Control Activist
November 30, 1993
Thank you, General Reno. She didn't tell you that on that courthouse step alone, fighting for the Brady Bill, there was one other woman -- the Attorney General herself. And right along the way this year since we've been fortunate enough to have her in Washington, she's been right along with us.
It's a special day for us all. I don't think it every occurred to me that I would be this emotional. And I walked in and looked at the faces here and the memories that come back over these past seven years -- every face I look at brings back a different memory.
And I want to thank a lot of people here, and I'm going to try to do it as quickly as possible. Everybody here has helped. And each of you in your own way reflects many others across the country. First of all, I want to say to have an administration, an Attorney General, a Vice President, and a President who we knew would sign this bill is of the utmost importance.
I'd like to draw attention also to another President, who we feel very close to, President Ronald Reagan, who supported it and came out for the Brady Bill, and who made it a badge of honor for Republicans -- (applause) -- and brought this bill into the arena where it was not a partisan issue.
That is the dumbest sentence I have ever read. At least it was short.
