The "or else" doesn't have to include battle plans... but it does need to exist. The carrot needs to have a stick handy.
Many here have stated that Arafat and the Jihadists are less interested in a Palestinian state than in eliminating the Israelis from their part of the world. Since the speech was dangling the Pallie state in front of them, is it so unlikely for them to simply say, "So what? That's not what we really want anyway!" If/when they do say that, and continue the bus bombings killing a few dozen more schoolchildren, what will we do? Apparently nothing (other than restraining the Israelis), since nothing was mentioned.

He recoginized that it is a nation -- all the people of that nation, together -- that harbors or supports terrorism! Not just some clique of elite tyrants. Everyone, in aggregate.
Of course this is true -- just look at the experience in Italy versus Germany during WWII, the Italians as a whole nation didn't support the war wholeheartedly. There was a considered partisan movement, a considerate in-fighting ven among the Italian fascists. Eventually the Germans had to sent in troops and take over. Individually many Italians acted against the Nazis and Facsists -- that activity was obvious, was undeniable, had enough strength to provoke the German response.
However in Germany, the whole nation -- with very few exceptions, hardly of any force -- highly supported the Nazis, or at least the concept of a Triumphant Germany. Old and young men took up arms for the Fatherland.
In Palestine, it is the nation that is set to terror. There is simply NO evidence otherwise, and all evidence is horridly but truely otherwise. That the Palestinians are a people set to terror, set to exterminate all Jews.
There are a few people of peace, but like Lot and his daughters in Sodom, they are like nothing, and can be naught otherwsie given as everyone is so set to hate and murder.
So even bask then in September, only nine days after 9/11, Mr. Bush was blurring the lines -- for rather than allowing us -- the US of A -- to go after whole nations set to terror, we are limited to regimes, and will be wasted on effort after effort knocking off this group of leaders then those who follow, again and agsin, for it is the nation that raises the regime that leds it, and not as common to have a regime divorced or at odds with its people.
In any case WE need to be clear, and have wisdom as which we are up against. In Afghanistan, it was -- seems pretty clear now -- a regime -- the Taliban and their allies in Al Queda. A regime and not the whole Afghan nation.
In Palestine, and mark my word, in Saudi Arabia, as well -- it is the NATION set against us.
Is there any statement made by either the EU or Arabs supporting a democracy in Palestine? Why should the PA take this seriously?
