I sense a great smuggling opportunity coming up. I'm envisioning more of a year-round version of that classic piece of vanishing Americana, the fireworks stand. The "Ammo Shacks" could dot the landscape just east (or north) of the Kalifornia border, where every secondary road runs through.
Does this proposed tax attach to *projectiles*, or only loaded cartridges?

My understanding is on the federal and state levels, revenue measures are supposed to originate in the lower house. The two houses are co-equal in everything except with passing money bills.

This obviously favors purchase of higher calibers. ;-)

You'll have to consult the California Constitution on that. States formed their own government systems. There's no national standard requiring such a thing (for example, there is no lower or upper house in Nebraska, because there is only one chamber).

If I was in California, I would go after these freedom haters with a vengeance.They know that day is coming...they are trying to make it cost prohibitive.

I think a unicameral chamber is a great idea. There was interest in one a couple of years ago in California, but nothing ever came of it.
