Excellent post and infinitely practical, which is why it will never work. Since when do bureaucrats and rabble rousers go for the simple solution? Easy answer: they don't because they don't want solutions. They want issues and they want money respectively.

Issues seem to inevitably lead to money. Only in a democracy rotted down to its most corrupt state: a socialism.

Damage awards are normally reduced to present value.

Thus, what amount, invested today at X rate of interest, would yield $40K over 20 years. Suffice it to say, that would be a lot less than $40K.

Different Spin:

The southern American colonies were established for the sole purpose of growing and exporting drugs (tobacco) back to Europe. The lowest members of European society were enticed into moving to America to man these drug plantations. Many Europeans found the business of tending to these crops to be a harsh existence and opted for others means of employment. African slaves were then brought over to America to raise this drug crop. The Americans went to war to end European ownership of the colonies. The Americans eventually freed the African slaves.

Conclusion: Reparations to African-Americans should be paid by Europe.
