They might have an advantage on some issues when it pits Democrats in Congress with Republicans in Congress (though the latter group has a 59-57 advantage in job approval with Americans over the former); but when it is Bush against Democrats in Congress, it's a bloodbath. Bush owns the education issue in a big way, for example.
