Why do they leave if they aren't breaking the law? They usually try to stick it out. Sometimes though, the administrator is too angry or just plain mean, and they leave in order to be more polite and to keep the peace, even though they don't legally have to.
They don't give up, though. The next time that school is scheduled for a distribution, someone is right there again, on the sidewalk, Bibles in hand.
