That decline is based on previous expenditures.
All of these many new programs do need more money so in the end I guess Chairman Graham is right, they do need more funding.

Oh, BTW...Meanwhile, the FBIs focus on counterintelligence and counterterrorism operations has led to an almost fivefold increase in FBI intelligence officers in the past eight years, from 224 in 1992 to more than 1,000 today.
That alone should dispell any notion that our intelligence agencies were "gutted". I guess it all depends on different interpretations of what "gutted" means.
