He's no more entitled to be briefed on national security intelligence than Louis Farrakahn.

Or Carter lied -- ummm, exagerated/had a senior moment -- and had been told that there was reason to believe that the Cubans are doing som but stated the opposite knowing it would be be denied without the denial itself revealing more than enough to compromise current investigations.
