If that is the case them why are so many foreigners in graduate school in engineering/computer science? Here's a little experiment: Wherever you live, go to an engineering/computer science graduate departement at a local university. I can guarentee you that the percentage of foreigners will be at least around 40%. The Americans, for many reasons, generally do not enter these fields, so somebody else enters them.
