The idea is, that if priests can marry, more normal males will be called to the priesthood. It would be victory by displacement of sexual deviants who use the priesthood as a cloak or escape from deviance.

Only if they require the priest to be married and even then its no gaurentee

On the contrary, if normal males with a well-adjusted sexuality weren't excluded from the church, the proportion of deviates would naturally be reduced. Now, men with deep-seated problems are disproportionately drawn to the priesthood.
