My theory is that they're likely Ghost Payroll. Or a variation of that like the one used in some WW era transactions where the actual person whose name/I.D. is used doesn't know about it. You can move a LOT of money that way.

Frank Wisner, former Ambassador to India, currently representing the American International Group Inc (AIG), one of the largest insurance companies in the US. Also on the Council's board is Joseph W. Sutton of Enron, a Houston-based natural gas giant whose power projects in India have come under attack from environmental and community groups. Others on the board include Peter Howell of banking conglomerate Citigroup, Dinesh Keskar of Boeing India, Boyd Montgomery of UNOCAL and Charles Saris of Pfizer pharmaceuticals, to name a few.
The large corporate delegation accompanying Clinton includes former ambassador to India Frank Wisner, Lou Gestner, IBM's Chairman, Arun Netraveli, President of Bell Laboratories/Lucent Technologies, John Smith, CEO of General Motors, Kenneth Lay, Chairman and CEO of Enron and General Electric's CEO John Welch."

His lineage is impeccable, since his father, Frank Wisner Sr., was a senior CIA official (from 1947 until his suicide in 1965) who was involved in the overthrow of Arbenz of Guatemala (1954) and Mossadeq of Iran (1953). Wisner Junior was well-known in the CIA and he worked as Under Secretary of Defense for Policy and Under Secretary of State for International Security Affairs; his current boss, Kenneth Lay, Chief Executive Officer of Enron Corporation, also worked for the Pentagon during the US war in Vietnam. With "economic espionage" as a task for the CIA (see PD, 12 October 1997), there is little doubt that Wisner used this instrument during his long-tenure as Ambassador in Asian nations. A Wisner staffer told InterPress Services this year that 'if anybody asked the CIA to help promote US business in India, it was probably Frank'."

yes, I think I saw them too.
at first I thought their sunglasses had mirror lenses, then I realized they had um covered with that new aluminum duct tape.
(it looked kinda neat cause it matched their hats)
