The tension has been there for a long time. Accoding to the Red Guard's report in the cultural revolution, the N Korea destroyed some of the memorials for the Chinese soldiers who died in the Korean War because the Maoist criticized N Korea for being "rivisionists" like USSR. After China established diplomatic relations with S Korea, the North felt betrayed and they closed the Sino-N Korean borders and fired shots at the Chinese fishing boat on the Yalu. China aslo accepted about 100,000 North Korean refugees who fled to Manchuria, which N Korea thought was an act of insulting their "great motherland". Most of the refugees have relatives in China and China failed to send them back for many reasons. China did try to expel those people, but the law has to be enforced by the local authorities, of which most of the offcials and police are ethinic Koreans. You don't want to see people dying of starvation being sent back and shot. It's basic humanity. From individual perspective Chinese don't like N Korea. They like S Koreans. But for political reasons, China has to keep Norht as its ally.
This would mean that China has knuckled under to UBL's blackmail. Are we sure we believe this?
