I think it would be fair to use the Social Security administration's own published interested rate figure they use for disputed payments. Otherwise, the federal courts have their own rate they use for judgments. Finally, there is the refund interest rate for the IRS.

Shoot a cop, get the needle. That's not what happened to the Davidians. They were acquited on all capital charges. So (assuming for the sake of argument that they actually shot any 'cops'), you're flat-out wrong. There are grounds for shooting 'em. I support the death penalty for killer cops as well as for cop killers.
But you have brought up a serious problem: how do we keep the Feds in line? think Horiuchi, who was properly charged in a state court with murder (IIRC), and was given the all-clear by a Fed court.

I have NO problem with the Congress being crippled if it tries to go one INCH over the prescribed boundaries of the Constitution. Sad fact is, Congress AND the Executive have gone so far past their bounds they look back and can't see them. Remember, "stroke of the pen, law of the land. Kinda cool."??? And you railed against WJC, x42, why aren't you up in arms about GWB, p43???????
The government MUST stay within its bounds. The Constitution is NOT a "living document," but a ROADBLOCK to big government.

Our Constitution doesn't require that laws be wise. Confusing policy questions with Constitutional questions is pretty common.

NO, I think they were falsely accused. (Since the Feds didn't do autopsies on the ATFers, probably because they thought it was friendly fire, I'd say they knew they were falsely accusing them).
But the larger problem remains: What punishment was meted out to the ATFer who left the warrant in the office? NONE To the guy who lied on the warrant about the former meth lab? NONE. To the entire crew of ATF who shot into a house that they knew contained women and children? NONE. and so on and so on.
