Of course Bush could have obtained a declaration of war against the Taliban in a heartbeat. I read somewhere that Bush wanted to avoid a declaration of war to avoid activating the act of war exclusion clause from insurance policies. Maybe, maybe not. I suspect another reason was that Bush wanted to be able to move against terrorists elsewhere as and when the opportunity presented itself, and it appeared prudent to do so. A declaration of war against just Afghanistan might have hemmed him in. And a declaration of war against something other than a nation, such as Al Quida (sp), I don't think would really be appropriate. I think the constitutional clause is oriented towards governmental entities.

I suggest that you contact some REAL victims of some REAL bullies: Afghan women, who have suffered terribly under the Taliban for the past few years. Then ask THEM if they think that the US is being a "bully" in Afghanistan.

It is all about limiting the deaths of innocents to the maximum extent within our ability to do so. What a change since Nam and even since the Gulf. The innocents killed in Nam numbered in the 100,000-250,000 range or more.(difficult to say since the enemy killed many of them) As a vet I still carry the guilt.

Amen! Someone finally said it! This would have been the very best way to catch and punish the scumbags who attacked us. It really is simple with M&R: scumbags: dead. Innocents: spared.

But there is much more profit in "nation-building" and securing pipelines through occupation of foreign territory.
