Travis, please note that "defenders" is in quotes.
Just because someone loudly postures as, or sincerely believes he is, a defender of the Constitution does not make him one in fact. McVeigh probably thought he was defending the Constitution. The folks in the ACLU probably think they're defending the Constitution.
Like all things, discriminating judgement is required here to separate obnoxious jerks like the ACLU or a "nonviolent" Christian Identitist (who, IMNHO, are about as non-violent as Muslims :o) from the Earth Liberation Front or The Brotherhood.
The problem is that we've all been conditioned by the media to not be "judgemental" or "discriminating," so we've lost the ability to say that Christian Identity folks aren't Christian, that "defenders" of the Constitution may not be real defenders of the Constitution, and that some of the people who are supposedly on our side are scumbags. (Just because he's OUR scumbag doesn't make him any more palatable. But that's me being judgemental and discriminating, like all those dead white guys who wrote the Declaration of Independence and the Constitution.)

In times past, this may have been acceptable, but not now -- not when we have people in EVERY OFFICE of the federal system who show nothing but contempt for it.

I am very interested in knowing if this is a localized phenomenae (ie. a Clinton era hold-over) or if it represents a test case for a general attitude/policy.
While many of the criteria are understandable, clearly, the part about using particularly these criteria to "assist uniformed officers in identifying potentital domestic terrorists" is extremely conerning:
- Defenders of US Constitution against the government or UN.
- Para-Militray training.
- Request authority for stop.
- Make numerous references to the U.S. Constituion.
If this is an attempt to establish a general policy regarding profiling people using particularly these criteria and then applying the "Patriot Act" and other Anti-Terrorism provision against them ... it is sure to lead to unrest and out and out fighting IMHO.
If it is an isolated incident, they need to remove the people responsible and diavow this particular tract and replace it with one that does not contain these references at all IMHO.

Get this through your thick head -- defending the constitution IS NOT an act of terrorism. Blowing up buildings is a terrorist act (only reserved for the US Government). Unfortunately this disease among the Federal Law Enforcement types is not limited to the FBI or to only Clinton appointees. While there are many who are good hard working defenders of our Constitution and IMHO this constitutes an overwhelming majority. IMO a large number of them are first and foremost wedded to their jobs as defined by the culture of their agency. One of the essential principles of management is that corporations have a culture which is very resistant to change. Since 1960 the terror from the right has loomed large in the corporate culture of the FBI and other Federal law enforcement agencies. Agents were promoted becuase of a big civil rights bust. that is they got a Klansman or a neo-nazi. Agents were detached to the field office in Point Barrow for the winter if they came to close to some politically connected left winger.
I do not know that George W. Bush is working to change this culture but one can hope. If he finally is able to get the FBI fully focused on the very real threat from Islamic terrorists then perhaps a large part of this culture will change. Until then it hampers efforts in actrively pursuing leads.
