Hard to say. I don’t think it can hurt and it might actually help. There is no love loss between illegal gangs and black gangs in Chicago.

Every policy is designed to allow drug users to steal for drug money, and to use drugs as freely as possible.
No one would let their city have nightly drug gang shootings if it wasn’t so.
