Uhh, did you read the article? The bill that the House just passed does exactly that - cut off NPR and PBS funding. And it only passed because Johnson pressured enough caucus members to flip their vote.

That’s because this is a recission bill. It can only cut spending that has already passed. Currently, PBS and NPR are funded through 2027.

So, the WH has an unwritten plan to test the limits of the recission law. The President can withhold funding for up to 45 days while congress reviews the request. The plan is to ‘run out the clock’ on a large number of expenditures, by making the request in late August, with less than 45 days left. If the money isn’t spent by Sept 30 (and it won’t be, because it will be on hold), the clock will run out and the money can’t be spent. The RATs are already planning to appeal to SCOTUS.
