Russia has violated every principle of those treaties during their invasion of their neighbor.

The USA struck Government and Military targets within urban areas, using precision munitions - often placed within a particular window of a particular Ministry building. Legal targets.

Russia has routinely fired mass inaccurate Artillery systems (like Grad MLRS, with a kilometer Circular Error Probability) into purely civilian areas, with no Military excuse whatsoever - including thermobaric weapons (notably in Kharkiv).

Deliberate targeting of civilians, conducting industrial scale torture operation, summary execution of prisoners, used of banned chemical weapons, genocide - Russia has continued to adhere to Soviet doctrine, despite flying a different flag.
