The sherrif has jurisdiction in the entire county- including inside minuicipalities. If sued he will likely report that he deputized the private security detail.
The 'private security' failed to identify themselves, which is against the law in Idaho. They have been charged with false imprisonment, aka abduction.
Sounds like a conspiracy to abduct the disobediant; the Sheriff should know all the laws within his state and jurisdiction.
It also seems like no one stepped up to stop the false imprisonment. I recall many times when outspoken persons where sent out of public forums during the covid mania, unfortunately too many people trust parties and govt.

If the sheriff is an elected county official, he can tell the city attorney to stuff a noodle up his nose. His “deputies” will be granted immunity from prosecution while performing duties for the sheriff.
Cities have little or no control in trying to restrict an elected sheriff in performance of his legal duties. I’d guess it’s more likely that the sheriff could successfully arrest the city attorney for interfering with the sheriff’s lawful actions.
It seems conservatives/Republicans can be arrested for “disorderly conduct” when they’re just standing there but the same is never applied to a Dem, no matter what they’re doing.
