To my knowledge there is no male or female DNA. There are XY and XX chromosomes corresponding to male and female sexes made up of DNA. Genes can be modified in the embryonic and fetal stages by CRSPR technology to make minor alterations. Sex chromosomes are unchangeable, so far. Why anyone would try beyond scientific ego I have no idea.
But if you think there is evidence out there that whatever process was required by the administrative procedures Act wasn't followed, then post it.

Did you make any effort to look into what, if any, process was used by Biden's Administration before assuming it was just "spring on us"? Or is it just "outrage first, investigation afterwards"?
Took me maybe 3 minutes of research to find the answer to your question. I'm just curious why so few others bother to dig into things on their own.
