No company is going to come in and spend millions of dollars when the entire thing can be scrapped with an Executive Order from the next guy.
That whole “Fool me twice” thing comes into play.

They sold off all the materials. It probably take 2 years to get new materials.
I seriously doubt this project will be restarted.
And in the meantime, the Trans Mountain pipeline added another line that started up in 2024, taking 600,000 BPD to the west coast. From there it can be shipped to Asia, to California or to Gulf Coast.
It is all about the Benjiman’s.
The FOB Alberta price for a barrel of oil is one of the lowest in the western hemisphere. That is because all the pipelines coming out of Alberta are currently full.
So, the other methods to transport their petroleum are by rail tanker car or truck tanker. These are both much more expensive/barrel than a pipeline.
If the pipeline is completed it will increase the price FOB Alberta probably in the range of $10-15/barrel. This is millions of dollars of increase ROI in the first year the pipeline is completed.
There is more Oil sands in Alberta than can be processed.
The reason production is limited is that the means of shipping it out of Edmonton.
There is only ONE pipeline that currently heads west to Vancouver. Although they recently doubled the diameter of that line. There has also been talk of a second pipeline to go directly west to the BC Pacific coast. Where supertankers could be loaded to destinations all around the Pacific Ocean. Meaning, WA, CA, OR, Japan, Korea, Taiwan and CHINA.
this would be good for the west coast of the USA.
It would lower the ROI of oil coming from Alaska. This pipeline would be direct competition to the oil coming off the north slope. Which is one of the reasons why fuel on the west coast of the USA is the most expensive in the country.
So, IF the Keystone II does not get built the oil from Alberta is still going to go to whoever WILL PAY THE MOST for it. However, that may end up being China, Japan and Korea. Who currently get most of their oil from Russia and the Middle East.

And many small, unprofitable refineries were shut down. But most of the bigger refineries invested in projects to expand their input capacity, and to greatly expand the ability to make cleaner gasoline, diesel and jet fuel. These were natural fits due to local gov support, permitting, skilled labor, and existing infrastructure, terminals, pipelines, and power grid.
Any coach would bench the player who said Coach statistically we loose the second half. Trump and his admin are a whole new ballgame. Have faith in him.

Decades ago, the Greenies got the Alaska pipeline shut down before completion. They hailed it as a great victory and said it would NEVER be completed.
I said that if there was an oil shortage it would be.
Then came the Arab Oil Embargo.
The Alaska pipeline was finished quick time.
I felt the same way about the Keystone.
When it was shut down by Biden I noticed a sudden upturn in the KCS-Canadian Pacific rail line going by my house, hauling hundreds of BRAND NEW oil cars south to refineries in Texas. Some of Biden’s cronies are making a killing in hauling oil from Canada.
I thought Trump would restart this on the first day.
But, it’s only been a month so all is good - I remember all the workers who immediately lost their jobs after Biden came into office and nixed the project.
Correct.
Not to mention having come up with the battle-cry...

The Don three steps ahead. The left is so predictable, and right on cue tried to gain sympathy for federal workers that have been DOGEd. Trump saved this one till now when he needed to switch the empathy back to private jobs directly killed by the previous administration.
This shipped has sailed. It’s not happening for years if at all.
TC Energy, the Canadian company at that time responsible for Keystone XL, took a multi billion dollar hit when the pipeline was cancelled.
TC spun off its oil and pipeline related business to South Bow Corp in 2024. South Bow says they have moved on.
Sections of the infrastructure needed for the pipeline have been dismantled.
Plus, I can’t see Canada companies wanting to rush forward for oil related ventures given the tariff implications.
