Rent buses and send them to Columbus. Let that city's NGOs take care of them. It's the Democratic thing to do.
Enforce the existing laws.
Someone is taking federal money for the apartment rentals. Fire codes, occupancy regulations, cleanliness standards. Make it expensive for the rent collectors, even if it means closing the property to habitation.
The miscreants also should face littering fines including jail time.
Make life tougher and they will move on like locusts to infest some other town.

A village of 3500 people doesn’t have the funds to do that.
Just a rough guess; it would take 46 busses to move that many people.
And you would have to do it all on one day because after the first bus arrived Columbus would get a restraining order to stop him.
Good luck trying to keep the move secret while you are organizing a 46 bus convoy.
