"What has been" means the last three years when Harris was Vice President.
"What has been" means Harris' failed 2020 Presidential run.
"What has been" means Harris' previous positions on the major issues that she's flipped on in the past month.
"Unburdened" means to not hold Harris to her past actions, statements, and positions.
