Guys used to buy those weapons from people waiting in line in Washington State. Then the state made a law that any gun transfer between private parties required an FFL. That even includes a husband giving his wife a gun.
Legally it is against the law to let your wife shoot your gun at a range! You “transferred” the weapon to her!! I doubt anyone has been charged for that, but it is specifically spelled out in the law that even temporary “transfers” such as that are illegal.
They did have to re-write part of law after gunsmiths complained that they could not work on weapons without a FFL each time!
