That very well could be true, but I also think that Putin may be able to ‘change his mind’, via some ‘asymmetric responses’ once the discussion came up. For example, there hasn’t been much action in Crimea in the past month, after their beach got clustered. The working theory for that is Russia made it clear to the US that they would start taking out our (expensive) recon drones over the Black Sea after that our cute move of trying to use the beachgoers as Human Shields. So now we’re essentially blind over Crimea (at least real-time), hence no attacks.
