They should be. As a practical matter it doesn’t happen.
Government enjoys what is called sovereign immunity. But in theory this only applies when they aren’t doing illegal stuff. Something like that.
A lot of the protections were set up decades or centuries ago with good intentions, but the unscrupulous types take advantage of these protections.
No system ever devised will work if populated by idiots and saboteurs and the corrupted clown brigade we have today.
Wtf??? That article gives some hints but there are probably hundreds of candidates. You can probably find anyone’s home address in county records unless they used shell companies and even then... Hey this is a matching home owned by a shell company!!! But clearly the mayor did all the work for the brownshirts and then sent them off for harassment, and if you think the fact that someone could’ve come up with that information on their own makes it less of a crime, you must be one of the jackboots.
