Countries can decide on their own laws.

Russia and India couldn’t be xenophobic simply because they’re both so multi-ethnic and multi-lingual that they might as well be separate continents tacked onto Asia and in Russia’s case also Europe.

This is doubly idiotic for India: India’s fertility rate for 2024 is estimated to be 1.98. The population density is 481 per Km^2 (1,244 people per mi^2). It doesn’t really need to be higher...
The median age in India is 28.2 years.
Compare to the US’ population density of 37 per Km^ (296 people per mi^2), and a median age 10 years higher.
