Both could be true. They could have tried to escape through Urkaine and Kiev may have not been aware.

The terrorists were heading for Belarus.

The idea that they could cross from Russia into Ukraine is just dumb. Ukraine and Russia are at war, and recently Russia militias supported by Ukraine have launched cross border attacks. Russians have done the same in many areas. The border is closed, as in minefields, machine guns, mortars, etc.

Nobody is just driving across the border.
