Strange. This is an already existing program that has been around for a long time ( > 10 years). Biden did nothing and this story makes it sound like he did something. Story may actually be a good news, sounds like he might not be trying to get around the law and just taking credit for something he had nothing to do with.

If I’m reading this right, by “public service workers, to me, that implies government employees such as city staff, teachers, etc. i’m willing to bet the majority of them we’re going to likely vote for him. Anyway, this was just to try to ensure that, as his election chances seems to be slipping more and more with other people each day.

Biden may be "doling it out" but it is
our tax dollars he is using to garner votes from undeserving people who made a contract to borrow for "education" and then pay the money back.
If this isn't outright theft I don't know what is.
