So your big smoking gun is that Florida proceeded with a project that was in the works for decades before Desantis became governor... and you think that only happened because the developer donated a golf simulator to the state of Florida (not even to Desantis personally) for the governor's mansion. I think you need a better understanding of cause and effect... The decision to build the interchange (the effect) was made years ago, long before Desantis was governor, before the developer started his housing development, and before the donation was made (the supposed cause). In your scenario, the effect precedes the alleged cause.
The state had a windfall with some leftover federal funds and used them on several transportation projects, of which this was only one.
