Reading a teleprompter is a skill. I tried it once at a display at the Reagan Library. It's not easy to read it, speak, and appear natural all at the same time.

Obama was a master at reading a teleprompter, but couldn't speak a sentence without umms and uhhs without it.

President Trump speaks extemporaneously without a teleprompter, but a teleprompters probably slows him down when he's using one.
