It’s using the law to force someone to do something rather than go to court. The moment a company takes something to court they lose control over how much money they’ll spend. And it may cost a company-ending amount. So, rather than lose money or fight a “social” fight, they just comply. If we had loser pays laws, then the number of lawfare attacks like this would drop to zero. But we don’t because the people who make the laws are lawyers. You’ll never see a law that damages the income of a lawyer.
Since the law is going to cause customer revolt, like the Dylan Mulvany commercial, I suspect that companies will remove children’s items entirely and just sell them online.

STAY in California and, for pity sakes, vote! (In every, meaning every, single election, no matter how local or small-seeming of consequence). And please run for state and local offices (including school boards, state boards and commissions, the legislature, and the gov).

Stores like walmart and target. I would imagine it is intended to have a larger effect. Store layouts for big retailers are designed at corporate, not individual stores. I doubt the big retailers are going to have two designs, one for the lunatics in CA, and one for the rest of the sane world.
Expect them to extend this to clothing soon.
