Yes you are correct. This is about control and l cannot think of a better way to control people than the water supply and it would seem the clear majority of Ca voters are clueless idiots who don’t even see it.

That’s pretty much enough for drinking, washing, limited use of toilet and occasional light shower. No swimming pools, no watering gardens, etc.

I grew up in SoCal in the early 50s. I can still remember my parents and I attending a talk at the school I attended. The speaker urged everyone to bathe in no more than a couple of inches of water. As an eight-year-old, I was shocked at the idea of not having enough water for all my fleet to sail in. So they’ve been singing this same song for well more than half a century.
Back then, there was no way to enforce such a thing, but we’ve ‘progressed’ so far...
