Yeah but what I mean is that Chicago’s treatment system has been in place for many decades, and the commissioner who sits in the nice padded chair in an office downtown doesn’t have much to do with it. They’ll keep processing the wastewater just the same as they always have, no matter who gets the job.
I just love the “I’m so proud of myself” look he has on such occasions.

This special district is a political anachronism that dates back to 1889 when Chicago still suffered from cholera epidemics due to sewage being mixed with the drinking water.
There were few suburbs back then, so the state legislature created this water treatment agency. More than a century ago, the district performed some important engineering feats that improved sanitation and reversed the flow of the Chicago River so as to safeguard Lake Michigan from sewage run-off.
Now the elected and appointed loafers on the governing board do precious little work for their inflated salaries. The civil servants do all of the day to day work.

Funny you say that but I used to live in a house in Chicago built in 1889. But when it was built, it wasn’t part of the city, it was unincorporated farmland. All got annexed later as the city expanded.
This was on the Northwest side, and I remember my parents explained that “North Ave” and “Western Ave” were called that because they used to mark the northern and western boundaries of the city.
