Rape and defamation were both illegal in the 1990s.
Good luck getting “removal of a statute of limitations” thrown out as an ex post facto law. The precedent has already been set.

I don’t expect any change. It is a trick that people in power use. You can amend the Constitution by editing the dictionary. It is the same thing that was done with the term “Natural Born Citizen.”
One of the first things democrats did when Clinton became president was to pass a retroactive tax. It went unchallenged.
